From there a comprehensive prioritization should reveal from first to last what must be protected and what the funding requirement is for the total and incrementally.

As with any systematic approach to defense it is unlikely to be done quickly because the expense is too great. Having the information about how much money is required and what should be invested in first allows for budget projection and steady work on resolution. Once a plan is in place things that can be fixed should acted on, and for the rest whatever intermediate steps should be taken to minimize vulnerabilities.

Efforts to shore up defenses are often met with a common joke that there is not a terrorist behind every tree, the response to which is to ask the person to then identify which tree.
